The final months of the year can move quickly. Between holiday schedules, employee time off, bonuses, and everyday business needs, payroll preparation can slip down the list until someone asks whether everything is ready for W-2s.

A year-end payroll checklist helps you get ahead of that moment.

For California employers, the process should include reviewing employee information, resolving payroll discrepancies, confirming final payroll inputs, and assigning responsibility for federal and state reporting. Starting early gives your team time to answer questions before processing cutoffs arrive.

This guide walks through what to review before your last payroll of 2026 and what to organize for the reporting season that follows.

Get your year-end payroll plan organized.

## When Should You Start Year-End Payroll Preparation?

October or November is a useful time to begin organizing your year-end review. Ask your payroll provider for its processing calendar, then work backward from the dates when adjustments, benefit information, and final approvals must be submitted.

If you are starting later, focus first on unresolved discrepancies and approaching cutoffs.

Divide the work into three stages:

| Timing | What to review |
| --- | --- |
| Start now | Employee information, payroll records, outstanding corrections, and responsibilities |
| Before the final payroll | Bonuses, benefit inputs, deductions, processing deadlines, and funding |
| Before year-end filing | Reconciled totals, draft forms, employee delivery, and filing confirmations |

Your provider’s submission cutoff may come well before a government filing deadline. Keep both dates on your calendar.

## **1. Verify Employee and Company Information**

Begin with the information your team relies on to process payroll and prepare employee documents.

Ask employees to review their mailing addresses and other relevant details through your secure payroll system. Include a process for reaching former employees who received wages during the year.

For the business, confirm that the company information and account details maintained by your payroll provider are current.

A practical review should answer these questions:

- Have employee changes been entered and reviewed?
- Are any records incomplete or awaiting correction?
- Can employees access their payroll documents?
- Who will resolve questions before forms are prepared?

Use your provider’s secure process for sensitive information. The downloadable worksheet is intended for task tracking, not employee Social Security numbers or banking details.

## **2. Review Year-to-Date Payroll Records**

Before the final payroll, take a closer look at what has already been processed.

Review payroll summaries and identify items that may need follow-up, including manual checks, voided payments, off-cycle runs, and corrections that were discussed but never completed.

For example, if an employee received a manual payment outside the regular payroll run, confirm how that payment appears in the payroll records. Document the answer so another person does not enter it again.

Keep a short list of unresolved items with an owner and a target completion date. “Someone is looking into it” is difficult to track when several people are involved.

This early review also makes the later reconciliation process easier. Your team can address missing information while the details are still available.

## **3. Confirm Bonuses, Benefits, and Other Final Payroll Inputs**

If you plan to pay year-end bonuses or make payroll adjustments, give your provider time to review the instructions and identify missing information.

For each planned payment, confirm the amount, intended pay date, approval, and processing requirements. If you are promising an employee a specific take-home amount, discuss that with your provider before communicating the payment.

Also ask whether any benefit, reimbursement, or other compensation information needs to be supplied before year-end processing.

The goal is to avoid discovering an outstanding input after the final regular payroll has already run.

**A 2026 reporting detail to discuss:** The IRS’s 2026 W-2 instructions introduce reporting changes involving cash tips and qualified overtime compensation. If these apply to your workforce, ask your provider how the required information is being captured. Qualified overtime has a specific federal definition; do not assume every overtime payment qualifies. See the[IRS’s 2026 W-2 and W-3 instructions](https://www.irs.gov/instructions/iw2w3).

## **4. Confirm Your Final Payroll Schedule and Funding Cutoffs**

Put the final payroll schedule in writing and share it with everyone responsible for time approval, payroll submission, and funding.

Record:

- The final scheduled pay date of 2026.
- The deadline for approved hours and adjustments.
- Your provider’s submission and funding cutoffs.
- Any holiday-related processing changes.
- The first scheduled pay date of 2027.

Assign a backup approver if the person who usually handles payroll will be away.

Ask your provider how any payroll spanning December and January will be reported. For W-2 purposes, wages generally belong to the calendar year in which they are paid. The[IRS instructions](https://www.irs.gov/instructions/iw2w3) explain this calendar-year reporting rule.

## **5. Confirm California Payroll Reporting Responsibilities**

California year-end payroll preparation also involves the fourth-quarter reporting process.

The California Employment Development Department identifies **DE 9** as the quarterly report that reconciles wages and taxes, while **DE 9C** reports individual employee wages. Confirm who prepares, reviews, and submits the applicable reports for your business. The[EDD’s required filings guidance](https://edd.ca.gov/en/payroll_taxes/required_filings_and_due_dates/) explains these forms.

For fourth-quarter 2026 DE 9 and DE 9C reports, the EDD calendar lists **January 1, 2027, as the due date** and **February 1, 2027, as the last timely filing date**. Confirm your applicable requirements using the[California payroll tax calendar](https://edd.ca.gov/en/Payroll_Taxes/Due_Dates_Calendar).

Payroll tax deposits can follow a different schedule from quarterly reports. Do not assume that a reporting deadline is also the date when all deposits are due. Your business may need to deposit taxes more frequently.

Ask your provider to identify both schedules and explain how you will receive confirmation that submissions were completed.

**Keep deadlines and responsibilities in one place.**

The free OnyxHR toolkit includes a worksheet for recording confirmed deadlines, responsible contacts, and questions that still need answers.<https://drive.google.com/file/d/1A0PPUvIbF6M7RWtIP4ucHGw2PNp3NCtq/view?usp=sharing>

## 6. Reconcile Payroll Totals Before Forms Are Filed

Payroll reconciliation means comparing related records and investigating differences before they carry into final reporting.

Have your payroll provider or accountant compare the applicable payroll totals, W-2/W-3 information, and employment tax returns. The IRS provides reconciliation instructions for these reports in its[W-2 and W-3 guidance](https://www.irs.gov/instructions/iw2w3).

Ask who will perform the review, who will approve corrections, and when you will see the results.

For example, if the provider finds a discrepancy, the next step should be clear: what caused it, which records need correction, and who is responsible for completing that work.

Keep the explanation with your year-end records so the same issue does not need to be investigated again.

## **7. Plan W-2 Review, Employee Delivery, and Record Retention**

Schedule time to review draft forms and resolve questions before submission.

For 2026 Forms W-2, the general deadline to file with the Social Security Administration and furnish employee copies is **February 1, 2027**. Confirm any situation-specific requirements in the[IRS instructions](https://www.irs.gov/instructions/iw2w3).

Decide how employees will receive their documents, where questions should go, and who will monitor unsuccessful deliveries or rejected filings.

Organize the supporting records as well. The IRS’s employment tax recordkeeping guidance includes payroll payment information, tax deposit acknowledgments, filed returns, and confirmation numbers among the records employers should retain. Review the[IRS recordkeeping requirements](https://www.irs.gov/businesses/small-businesses-self-employed/employment-tax-recordkeeping) with your adviser when establishing your retention process.

## **What If You Changed Payroll Providers During 2026?**

If you switched providers during the year, make the year-end handoff a specific review item.

Confirm where complete payroll history is stored, how transferred balances were checked, and which provider is handling each applicable filing and employee form.

Get those responsibilities in writing. Keep access to the records you need from the previous system, and identify who will handle questions about earlier payroll periods.

If you are considering a future change, our guide to[switching payroll providers without disrupting your business](https://www.onyxhr.com/onyx-hr-insights/how-to-switch-payroll-providers-without-disrupting-your-business) explains how to organize the transition.

## **Use Your Year-End Review to Improve Next Year’s Payroll**

As you work through the checklist, note which tasks take more effort than they should.

Are corrections recurring? Does information move between several spreadsheets? Is it difficult to reach someone when you need an answer? Are responsibilities clear?

Those observations can help you decide what support your business needs going forward.
